In response to its mandate, POVNET has prepared guidance to donors on promoting pro-poor growth.  The policy statement is developed in the attached document. POVNET has also produced reports on promoting the contribution of private sector development, agriculture and infrastructure to pro-poor growth.

Promoting Private Investment for Development: the Role of ODA

Donors are supporting a vast range of activities that affect investment, both domestic and foreign. They spend around 20% of their aid on these. But little evaluative material is available on the impact of these interventions on investment and employment in developing countries. The objective of this Policy Guidance is to help DAC members use their ODA more effectively to mobilise private investment for development. Please see www.oecd.org/dac/investment.

World Bank Aid Effectiveness Review 2006

The World Bank has launched an Aid Effectiveness Review 2006 coordinated with the 2006 Survey on Monitoring the Paris Declaration.  This review will contribute to the monitoring of the Paris Declaration on Aid Effectiveness and establish the 2006 baseline for indicators 1 and 11.  It will provide a qualitative assessment of progress for the other 10 Paris Indicators.  Individual country profiles, that form the backbone of this review, are posted on the website.  Comments are welcome before August 15, 2006.

Just published - The Development Effectiveness of Food Aid: Does Tying Matter?

This publication assesses the effectiveness of the various ways in which food aid can promote food security and poverty alleviation and demonstrates that food aid in-kind carries substantial efficiency costs. The study argues that, in most circumstances, financial aid (cash) is the preferable way to fund direct distribution of food or to provide budgetary support for general development or project assistance. A context-specific rationale is always required for providing imported commodity aid rather than financial aid.

An Evaluation of General Budget Support

The joint evaluation, An Evaluation of General Budget Support, looks at the use and effectiveness of direct payments to the budgets of developing country governments and shows that this system of delivering aid can be an effective way to strengthen the management of public financial systems in developing countries.

Should OECD Donors Deliver Aid Through Poor Country Government Budgets?

OECD donor countries now channel about US$ 5 billion – some 5 per cent of their aid – directly to the budgets of developing country governments. A new independent evaluation, released today at a conference hosted by the OECD, shows that this system of delivering aid can be an effective way to strengthen the management of public financial systems in developing countries, and has helped to improve access to services like healthcare and education.

Confirmed countries for the 2006 Survey

Certain developing countries have already confirmed their participation in the 2006 Survey on Monitoring the Paris Declaration. Governments of countries wishing to take part in the survey are invited to send an email to the Secretariat (simon.mizrahi@oecd.org) and provide the name of the National Coordinator.
