This good practice paper sets out eight principles on country-led division of labour and complementarity. Division of labour refers to streamlining and co-ordinating donors’ assistance. Donors are urged in the Paris Declaration to specialise in areas where they have a comparative advantage and to work collaboratively. Also available in French and Spanish.

Volume 2 of the 2008 Survey on Monitoring the Paris Declaration includes a detailed analysis for each of the 55 countries that undertook the survey. Each of the survey was managed by the national coordinator, appointed by the government, in cooperation with the local donor community.

Most developing countries grew at impressive rates during the first five years of this Century, managing to pull millions of people out of poverty. But now their perspectives are bleak: by the end of the year, the number of poor people can increase by more than 100 million. In the last seven years, a range of new financing mechanisms have been launched. The time has come to take stock of this wealth of experiences and to look in more detail at their impact on the global aid architecture and on countries’ strategies, priorities and systems.

The global downturn is affecting developing countries - the least responsible for the crisis, and the least able to cope with its impact. Members of Development Assistance Committee, the world’s major donor countries, and other donors, have adopted an Action Plan to support poor countries trying to cope with the economic and financial crisis.

The OECD Joint Venture on Procurement along with the Egyptian Government, the World Bank, DFID and the UNDP held a Regional Procurement Workshop in Cairo on 30, 31 March - 1 April 2009. The Joint Venture seeks to raise awareness on OECD/DAC Procurement assessment methodology, discuss roles of stakeholders in procurement assessments including civil society, private sector and donors, and share experiences and learning during and after the workshop.
