This edition of DACnews provides a "scorecard" on recent efforts to improve aid effectiveness. It looks at conflict situations, how they can block successful development, and DAC work to help promote more stable and better functioning governments. Fragmentation, stemming from a proliferation of donors and projects in one country, is another major stumbling block to effective development on the ground. These have all become priority issues as the preparations for the Third HLF on Aid Effectiveness gear up. Eckhard Deutscher, new DAC Chair, offers his view on the way forward.

Development Co-operation Report 2007

14-Feb-2008

In 2006, the total ODA provided by the members of  the DAC fell to USD 104.4 billion, 4.5% lower than in 2005. In real terms, this is the first fall in ODA since 1997. On the other hand, both donors and recipient countries have made considerable efforts to improve the quality and effectiveness of ODA. There have been notable improvements, for example, in the way aid is delivered and managed in the health and basic education sectors. The Development Co-operation Report 2007 paints a frank picture of how the donor community has fared in keeping its commitments over the past five years.

A POVNET workshop considered how to address the challenges to promoting more pro-poor growth in Ghana. Doing so will require urgent improvements in services, especially public services, in infrastructure (electricity, water and roads), education, health and agriculture.
