Aid ministers and agency heads debated key elements arising from the Paris High Level Forum on Aid Effectiveness; the OECD contribution to the UN Millennium Review process; the Mutual Review of Development Effectiveness in Africa commissioned by the NEPAD heads of state; and development, peace and security, in particular the most effective ways for donors to meet the special challenges facing fragile states. As part of the DAC process of clarifying ODA eligibility in relation to certain conflict, peace and security activities, the DAC HLM agreed wording for a number of new items.

DAC discusses role of the Committee with regard to the Indian Ocean tsunami disaster

Donors emphasised the importance of a smooth and rapid transition from humanitarian assistance to support for rehabilitation and reconstruction led by the governments and people of the affected countries.  They intend to participate actively with the UN to improve the existing reporting systems to track the expenditure of the assistance pledged; to call for integration of aid effectiveness principles into the reconstruction effort; and to offer advice on evaluation principles to the process of learning the lessons from the response to this emergency.

Australia’s geographic location within the Asia Pacific Region is unique, and represents a challenge few donors face in terms of the proximity of countries affected by poverty, deficient governance and political instability. Australia’s security and economic progress and development interests in neighbouring countries are therefore highly interdependent. Since the last Peer Review of Australia in 2000, some promising change processes have been underway.
