This report describes issues and options that deserve the attention of scientists and administrators in industrialised countries and in developing countries, as they seek to design, initiate and manage collaborative research programmes and projects that include both scientific and development goals. The report identifies good practices and new ideas, and presents options for concrete actions, compiled during the course of the Global Science Forum project, which included a data-gathering and analysis phase, and culminated in a workshop held in Pretoria, South Africa, in September 2010.

Bundling can provide both benefits and drawbacks to broadband customers. In other cases bundles can lead to situations where customers are worse off. An OECD data collection of over 2 000 offers of stand-alone and bundled services from 90 firms across 30 OECD countries reveals that broadband services in the OECD are overwhelmingly sold as mixed bundles, allowing users to choose among stand-alone offers or bundled services.

In the context of work on international mobile roaming services (IMRS), a first report (DSTI/ICCP/CISP(2009)8/FINAL) found prices to be unreasonably high, considering the underlying costs, and identified some of the causes for this price level. This report aims to examine and suggest possible solutions and policy options that may address the problem of high IMRS charges. It assesses their viability and possible side effects.

The OECD’s wireless broadband methodology is a new structure for measuring and comparing the number of wireless/mobile broadband subscriptions across countries. The methodology is the result of several rounds of contributions and discussions among member countries and telecommunication firms. The new indicator will assist in informing policy makers and other stakeholders in this increasingly important market segment.

The OECD uses a “basket” methodology to compare retail prices of telecommunication services across countries. The methodology is used to compare the price of a defined consumption pattern of telecommunication services across operators in OECD countries. The baskets are reviewed and revised periodically as consumption patterns change. This 2009 revision to the basket composition is the result of discussions among operators and regulators and will serve as the basis for price comparisons for several years.
