Our monitoring survey looks at how international engagement in 13 fragile and post-conflict states and territories has fared based on our ten Fragile States Principles. We also track progress against the principles of the Paris Declaration and Accra Agenda for Action.

Dili International Dialogue: A new vision for peacebuilding and statebuilding

Paving the road to building sustainable peace and developing capable and accountable states, the Dili International Dialogue and declaration  (pdf, 584 kB) in Timor-Leste identified seven peacebuilding and statebuilding goals with concrete commitments for governments and international assistance to improve its support.

Security System Reform: What Have We Learned?

This report focuses on the results and trends emerging from the publication of the OECD DAC Handbook on Security System Reform. The report explores the results of disseminating the Handbook at headquarters and in partner countries from April 2007 to April 2009, and considers its impact on implementing security system reform more broadly. The dissemination results and the Handbook’s wider impact can provide important insights for OECD DAC members and the international community.

Launch of a new International Network on Conflict and Fragility (INCAF)

DAC’s engagement in fragile situations saw a step change with the launch of a new International Network on Conflict and Fragility (INCAF), bringing together the former Network on Conflict, Peace and Development Cooperation (CPDC) and the Fragile States Group (FSG) into one forum. Over the past years, these two networks had addressed challenges posed by fragile and conflict affected countries. INCAF’s work will further build upon this, but moving beyond aid management concerns to examine the substantive policy issues of security, peace building and state capacity.

Security System Reform (SSR) consultations with the government of Bolivia

An OECD-DAC in-country consultation on Security System Reform (SSR) took place in La Paz, Bolivia from 29 September to 4 October. Various donors were involved in the consultation, which was held by invitation of the Bolivian authorities. Its principal aim was to build SSR capacity at the country level amongst donors and government, thus ensuring that the OECD SSR norm-setting agenda will be properly transferred from headquarters to the country level.
