Asian Development Bank hosted this meeting of the OECD DAC's Task Force on Public Financial Management to examine ways to strengthen developing countries’ public financial management and their ability to receive and manage foreign aid.
Representatives from over 40 countries and international organizations around the world met in Manila to address one of the major barriers to economic growth in the developing world: inadequate public financial management systems.

Building on more than 110 case stories prepared for the Bogota High Level Event in 2010, the TT-SSC is carrying out a second round of call for case stories. All interested practitioners involved in south-south and triangular knowledge exchange are invited to share their impressions and lessons learned to inform the Fourth High Level Forum on Aid Effectiveness in Busan. Submissions in English, Spanish or French can be made on line at www.southsouthcases.info. Cases submitted by 31 May 2011 will directly inform the TT-SSC’s preparation for Busan HLF4. The growth of the survey - from 33 countries in 2006 to 90+ in 2011 -demonstrates the value of the survey as a tool for mutual accountability between donors and partner countries. Workshop on Division of Labour, Tunis, Tunisia 3-4 November 2010

Continuing this series of regional workshops on Division of Labour, participants from Francophone Africa will experiences on in-country division of labour (DoL) and begin a dialogue on international DoL and the road to HLF-4.
Despite progress and good examples, reinvigoration of the DoL agenda is needed. The main factors for success are comprehensive, government-led proposals on DoL with a clear time frame and milestones. Participants identified as the biggest challenge: mobilising awareness and political will at high levels and involving new actors in the DoL agenda.

Au cours de la CABED, le CAD-OCDE a tenu une session parallèle qui a donné une opportunité à la fois aux théoriciens et aux praticiens de discuter des implications politiques de l’agenda de l’efficacité de l’aide. Les objectifs principaux de la session étaient de revoir les présomptions derrière les modèles actuels de distribution de l’aide, de mettre en évidence la manière par laquelle les analyses politiques peuvent jouer un rôle dans la prise de décisions et enfin de proposer des moyens non-conventionnels d’inclure les politiques dans le débat à l’approche du HLF-4 en Décembre 2011.

Canada, 2010 G8 chair, invited the OECD to participate in the G8 Development Ministerial meeting in Halifax, on 27-28 April. The meeting will lay the foundations for development proposals for the Leaders Summit in Muskoka next June. The OECD will lead off the discussion on the overarching theme of accountability and effectiveness of aid relationships, highlighting progress, challenges and areas where political will can make aid make a difference for development results.

Culminating in the landmark Bogotá Statement, the 24-26 March High Level Meeting on South-South Co-operation in Bogotá, Colombia, reasserted that South-South Co-operation is a complement to -- not a substitute for -- traditional aid, and commended the OECD DAC for its statistics and methodology in measuring South-South Co-operation.
