A team of experts will review the involvement of the region's HEIs in the regional economic, cultural and social development. The purpose is to provide HEIs, regional and national authorities, and policy makers with information and analysis to assist them in formulating and implementing policies to mobilise higher education for social, economic and cultural development.

The following 15 regions participate in the second round of reviews:
City-Region of Amsterdam (Netherlands), Andalucia (Spain), City of Berlin (Germany), Bío Bío Region (Chile), Catalonia (Spain), the Galilee (Israel), Region of Lombardy (Italy), State of Paraná (Brazil), Paso del Norte Region (US-Mexico), State of Penang (Malaysia), City-Region of Rotterdam (Netherlands), Southern Arizona (US), Veracruz (Mexico), and State of Victoria (Australia).
