Open government was a journey, not a destination. Putting the values of transparency and accountability, participation and inclusion, equity and efficiency into practice when designing and delivering public policy and services is a challenge shared by governments in all countries. High public expectations, limited budget resources, time pressures, a lack of skills and fluctuating political commitment can undermine even the best of efforts to apply open government principles in practice. Open and inclusive policy making calls for sound strategy, skills and capacity.
This international workshop built upon the OECD's ongoing work on ensuring openness and inclusion in policy making, service design and delivery. Its format and content drew heavily upon the knowledge and experience of each of the co-organisers who share a common goal. That of providing participants with the chance to learn from a range of experiences in OECD Member and non-member countries and to gain greater knowledge of the tools and practices available with which to achieve their own ends.
