Urban Water Sector Reform in Eastern Europe, Caucasus and Central Asia: Progress since the Almaty Ministerial Conference (Russian)

 The urban water sector in the countries of Eastern Europe, the Caucasus and Central Asia is in urgent need of reform to halt the accelerating deterioration of infrastructure. This report describes the situation and main trends in the urban water sector of Eastern Europe, Caucasus and Central Asia. It presents key indicators for the physical condition of the water supply and sanitation infrastructure; their impacts on public health and the environment; legal and institutional arrangements; the economic and financial situation of the sector; and the social dimension of sector reforms. In doing so, it establishes a base-line against which further progress in implementing water sector reforms can be measured. The report is based upon extensive work on urban water sector reforms carried out within the framework of the EAP Task Force.
