Regulatory Reform in the Telecommunications Industry in Poland

This report on Regulatory Reform in the Telecommunications Industry analyses the institutional set-up and use of policy instruments in Poland. It also includes the country-specific policy recommendations developed by the OECD during the review process. The telecommunications sector in OECD countries has seen significant regulatory reform in recent years. The success of the liberalisation process depends on the presence of a transparent and effective regulatory regime that enables the development of full competition, while effectively protecting other public interests. With the explosive growth of Internet usage and intense interest in the development of the digital economy, the stakes concerning telecommunications infrastructure development are even higher. In the beginning of 2001, 27 OECD countries had unrestricted market access to all forms of telecommunications, including voice telephony, infrastructure investment and foreign investment in the telecommunications service industry.
