Best practice guidelines for user charging for government services - PUMA Policy Brief No. 3
Countries are increasingly financing government services through user charging. The objective of user charging is not only to achieve cost recovery from users, but also to make government services more effective and efficient. These guidelines were endorsed by the OECD Working Party of Senior Budget Officials in 1997. Examples are given from country case studies. These guidelines are designed to identify best practices for implementing user charges once the decision to impose them has been made, but do not identify which activities should be subject to user charging. |
