The objective of this workshop was to take stock of advances in social networks analysis and explore the possible use of this approach in OECD work, notably on innovation. It sought to present the network approach to economists and stimulate discussion with experts on the analytical potential of this approach for innovation analysis and measurement. While well documented in the US and Europe, open innovation strategies to mobilise knowledge and technology inside and outside firms are also being launched in Asia. To take stock of recent developments and share experience between western and Asian OECD countries, the Japanese Ministry of Economy and Industry (METI) is hosting this symposium. How can they improve the ways through which they identify and set priorities for public support to research and innovation? This two-day workshop brought together practitioners and experts to explore new developments in evaluation for policy making and to identify general principles and practices for priority setting.

OECD countries are investing more and more in R&D and innovation. What are the impacts of these public investments on the economy and society? What tools do governments have to assess such impacts and how robust are they? How to measure the non-economic impacts? This one-day workshop, under the auspices of the OECD’s Working Party on Innovation and Technology Policy (TIP), will bring together academic experts and policy makers to address these questions and identify good practices for impact assessment.

Les incitations fiscales sont devenues l’un des instruments importants des politiques publiques d’innovation. L’objectif de cet atelier est de faire le bilan des différentes évaluations des incitations fiscales en faveur de la R-D, afin d’identifier les bonnes pratiques en matière d’évaluation qualitative et quantitative de ces dispositifs et d’en tirer des enseignements pour améliorer l’efficience du soutien fiscal à la R-D et à l’innovation.

This conference launched the synthesis report of the first OECD review on Chinese national innovation system (NIS). Based on the findings of the synthesis report, a high-level international business symposium took place back-to-back with the conference to address the issue of globalisation of R&D.
