The OECD international conference "Globally Competitive, Locally Engaged - Higher Education and Regions" in Valencia, Spain, looked at ways in which higher education institutions could best contribute to region building in the knowledge-based economy. The sessions drew from the OECD review project entitled “Supporting the Contribution of Higher Education to Regional Development”, as well as the earlier work on the OECD territorial reviews.

The Chinese Ministry of Labour and Social Security, the LEED Programme and the ILO organised a joint workshop on local economic and employment development strategies. The event took place within the framework of the LEED project on the Local Governance of Employment and Skills in East Asia. The workshop discussed strategies and initiatives in China and experts shared diverse lessons learned from OECD countries such as France, New Zealand and the United States. This publication was officially launched on April 11, in The Hague, in presence of the Minister of the Economy and the Minister of Transport, followed by a one-day conference on the implementation of the key recommendations of the Review. Public officials, representatives of central and local governments, mayors, CEOs, academics, civil society representatives attended the conference and the different workshops.

More than 150 senior policy officials and experts from 21 OECD countries and delegations from India and Morocco attended this event which was inaugurated by the Prince of Asturias and Mr. Angel Gurría, Secretary General of the OECD. In 6 plenary sessions, participants discussed the importance of innovation for rural regions and the critical role of human capital and ICTs in enabling these regions to succeed in the context of globalisation.

This high-level event, co-sponsored by the Scottish Executive and the OECD, brought together the world’s leading rural policy officials and experts to examine new policy options for boosting economic investment in rural regions. Through the co-operation between private, government and academic resources, this conference provided the opportunity to strengthen existing networks and foster knowledge sharing on rural policy across the OECD.
