The second meeting of FAIR took place in Bangkok, Thailand, on 16-17 December 2002. FAIR provides policy makers, members of the judiciary, academics and private sector practitioners with a sustained policy dialogue platform to discuss and exchange experience on insolvency reform.

FAIR is intended to be a follow up to the conference on "Insolvency Systems in Asia: An Efficiency Perspective". At that meeting, participants expressed a desire for a continuing dialogue on insolvency reform, and urged the OECD and other international organisations to remain active in this area.
