A “consensus model” of development cooperation appears well-established, with progress being made on most of its components. The impression is that only small adjustments are necessary, allowing policy analysts to turn to other controversial subjects. Well, not quite. New research challenges the consensus model and shows that the aid debate continues to require experts' attention.
